How many (now former) friends do you need just to get in that on the scooter?
What do you do once you get to your destination? Just walk in with that on? Take it off, store it in the ether (because where else?), and then get wet until you’ve put on your jacket?

It seems like the spray from the road would get up under it as it would inevitably flap in the wind quite a bit. Plus your tires are still in the wet, clearly.
The passenger might be trying to suppress a laugh in that pic, also...

The tires shouldn't really be an issue as long as your scooter has fenders, but I agree that a slight wind would defeat this poncho.
